Five-inch K-style on the fascia with two-by-three leaders at the ends is the common default, and it is not automatically wrong. Where the default actually fails is the outlet, not the trough: one leader swallowing forty or fifty feet of run, a rear addition tipping a second plane into the same gutter, a valley concentrating half a roof into six feet of trough. A three-by-four leader is twelve square inches of cross-section against a two-by-three's six — double, on the nominal dimensions — and the leader is the part that either passes a slug of shingle grit and maple seed or packs solid at the first elbow. Often the better move is a second outlet and a second downspout rather than a wider trough still feeding one leader.

Two things bend that arithmetic on older roofs. Pitch: a steep plane delivers water to the eave fast, and in a hard rain some of it carries past a narrow lip instead of turning into the trough. That is a field observation, not a code rule, but it is why a gutter that computes fine still overshoots. The other is the low-slope rear addition with a parapet. New Jersey retitled the plumbing subcode's "Secondary Roof Drainage" section as "Overflow Roof Drainage," struck the sentence sizing it for a 100-year, fifteen-minute storm, and added language permitting the overflow system to connect to the primary. If that addition drains through a single outlet behind a parapet, the question worth asking is where the water goes when the outlet plugs.

Before anyone sells you bigger gutters, though: overflow on a clean gutter and overflow on a clogged one are different problems with different fixes. If the trough sheets over the front lip during a hard summer downpour when there is nothing in it, that is a sizing or a pitch problem. If it only overflows in November with a mat of leaves against the outlet, the gutter is fine and nothing needs replacing. The stain line on the fascia usually tells us which one we are looking at before we get on the roof.

Where Garfield Law Says Roof Water Cannot Go

Garfield answered the downspout question in 1978 and never took it back. Chapter 265, Article I of the city code — the sewer-use article, adopted 2-7-1978 by Ordinance No. 1642 — carries § 265-12, "Disposal of surface runoff," and roof downspouts are the first thing named in it: no person shall make connection of roof downspouts, foundation drains, areaway drains or other sources of surface runoff or groundwater to a building sewer or drain which in turn is connected directly or indirectly to a public sanitary sewer, unless approved by the municipality for purpose of disposal of polluted surface drainage. A leader teed into the house lateral in a Garfield basement is not a gray area and not a grandfathered old practice. It is the exact arrangement the ordinance names. Age is why it gets missed — a leader dropped into the lateral in the side yard can predate everybody's memory of it, and nothing about the visible gutter tells you it is there. What tells you is the cleanout that surcharges every time it rains hard.

The city is plumbed as two separate systems. Worth knowing what the residential code does and does not say while you decide where the water should go instead. The "five feet from the foundation" line contractors quote is IRC R801.3, and it opens with "In areas where expansive soils or collapsible soils are known to exist" — conditional, not a blanket New Jersey requirement. What applies on every lot is R401.3: lots shall be graded to drain surface water away from foundation walls, the grade falling not fewer than 6 inches within the first 10 feet, and where lot lines, walls, slopes or other physical barriers prohibit that, drains or swales have to do the work instead, with impervious surfaces within 10 feet of the foundation sloped not less than 2 percent away. On a narrow Garfield lot that exception is often the operative text rather than the exception. So the short version: the sanitary lateral is out, and the rest of the job is getting the water clear of the wall — anything tied into a city system is a conversation with the city first.
