How to Choose a Roofing Contractor in NJ: A Homeowner's Checklist
A practical checklist for hiring a roofer in NJ — license lookup, insurance proof, warranty fine print, and the 10 questions to ask before signing.

This article is the other half: what a good New Jersey roofing contractor actually looks like, in the order you should check, with the specific questions to ask before you sign anything.
Every check on this list is free, and most take under ten minutes. That matters, because the homeowners who get burned usually skipped the boring steps — not because they were careless, but because nobody told them the steps existed. Here they are, in order.
Step One: Verify the NJ HIC Number Before Anything Else
Every legitimate home-improvement contractor in New Jersey is registered with the Division of Consumer Affairs and has a registration number — 13VH followed by digits — that state law requires them to display on advertising, contracts, and estimates. No number on the truck, the website, or the estimate means one of two things: they're not registered, or they're hiding something. Either way, you're done with them.
Verifying takes about two minutes. Go to the NJ Division of Consumer Affairs license-verification site, type in the number, and confirm the business name matches and the registration is active. It costs nothing. Registration matters because it means the state has the contractor's insurance information on file and you have a real entity to pursue if something goes wrong — an unregistered crew is a dead end the moment the truck pulls away. Insurance: Ask for the Certificates the Right Way
A roofing contractor needs two kinds of insurance: general liability, which covers damage to your property, and workers' compensation, which covers the crew if someone gets hurt. The second one protects you more than you'd think. If an uninsured worker falls off your roof, your homeowner's policy — and potentially you personally — can get pulled into the claim. Roofing is high off the ground and gravity doesn't negotiate, so this is not a box to skip.
Here's the part most checklists miss: don't accept a PDF the contractor emails you. Certificates of insurance are easy to doctor, and even a genuine one only proves the policy existed the day it was issued — it could have lapsed since. Ask the contractor to have their insurance agent send the certificate directly to you. Any properly insured company can arrange that with one phone call, and a certificate that arrives straight from the agent confirms the coverage is active right now. A contractor who stalls on this request has already answered your question.
What Manufacturer Certifications Mean — and What They Don't
Shingle manufacturers run certified-installer programs, and they're worth understanding precisely. To get certified, a contractor has to prove proper licensing and insurance and commit to the manufacturer's installation standards. In exchange, the contractor can register enhanced system warranties that cover more components, for longer, than the standard material warranty alone. What a certification doesn't do is install your roof. It's a screen, not a guarantee — it tells you the manufacturer vetted the company's paperwork, not that the crew on your roof on a Tuesday will put every nail in the right zone. Treat certifications as one solid checkmark on a longer list, and be wary of any contractor who leads with the badge but goes quiet when you ask about the actual scope of work.
The Two Warranties — and Why the Second One Is the One to Read
Every new roof comes with two separate warranties, and homeowners mix them up constantly. The manufacturer's material warranty covers defects in the shingles themselves. Those defects are rare — shingles coming off a modern production line almost never fail on their own. The contractor's workmanship warranty covers installation errors, and installation errors cause most early roof failures: flashing done wrong, nails driven in the wrong zone, ice-and-water shield left out at the eaves.
So the workmanship warranty is the one that matters, and it's only as good as the company standing behind it. A 'lifetime workmanship guarantee' from a crew with no fixed address is worth the paper it isn't printed on. Ask where the company's office is, how long the people running it have worked in this area, and whether the warranty terms are in writing. Local Proof: Addresses You Can Drive Past
A contractor's track record should survive a simple test: can they name recent jobs in towns near you? Real local companies can rattle off streets — a tear-off in Hackensack, a chimney rebuild in Sparta — and their photos show their own crews, their own trucks, their own job sites. A company that can't show you a single photo of its own completed work, only stock images of generic roofs, should make you pause. Permits, Paperwork, and the Weeks After a Storm
Permits in New Jersey confuse people, so here's the honest version. Since the state's 2018 code update, a like-for-like re-roof on a one- or two-family home counts as ordinary maintenance — no permit required for the standard tear-off-and-reshingle, though it never hurts to give your construction office a heads-up. The flag isn't the permit answer — it's the contractor who shrugs at all paperwork. No written contract, no itemized scope, cash only: that's a different conversation, and it should be a short one.
One timing warning. The weeks after a nor'easter or a major wind event are when out-of-state crews flood New Jersey neighborhoods, knock on doors, and write contracts on tailgates. The 10 Questions to Ask Before You Sign
Print this list or pull it up on your phone. A good contractor will answer all ten without flinching — in fact, most of them should already be answered in a good written estimate before you ask.
- What is your NJ HIC registration number? Then actually verify it on the Division of Consumer Affairs site — the lookup is free.
- Can your insurance agent send certificates of liability and workers' comp directly to me? The only acceptable answer is yes.
- Who does the work — your own crew or a subcontractor — and who supervises on site each day?
- Is this a tear-off or a layover, and why is that the right call for my roof?
- Exactly which shingle line, underlayment, ice-and-water shield, and flashing are included? Named products, not categories.
- Will you photograph the roof deck before covering it, and is rotten-plywood replacement priced in the contract rather than decided on the fly?
- What does your workmanship warranty cover, for how long, and can I see the written terms before signing?
- Are you certified by the shingle manufacturer, and which system warranty will you register in my name?
- What is the payment schedule, and how much is due before materials arrive? A modest deposit is normal; half up front is not.
- Can you give me the addresses of two or three recent jobs nearby, or references I can actually call?
Finally, get at least two or three written, itemized estimates — and compare them line by line, not by the number at the bottom. The cheapest total on the page usually got cheap by leaving something out: the ice-and-water shield, the new step flashing, the deck-repair contingency, the ridge vent. When the estimates sit side by side with the same scope, the differences explain themselves, and the outlier — high or low — has some explaining to do.
